UAE Market

Performance marketing in Dubai and the UAE: what the market looks like in 2026

The UAE is one of the most connected markets in the world: DataReportal's Digital 2026 report counts 11.3 million internet users, 99% of the population. Most residents are expatriates, so targeting by language and nationality matters as much as targeting by interest.

Search still means Google.

Google handles about 93.5% of searches in the UAE and Bing about 4% (StatCounter, Sep 2026). High-intent search remains the base of most lead-generation budgets.

TikTok and Snapchat matter more here.

TikTok's ad reach in the UAE (12.5 million) exceeds the adult population because of visitors and multiple accounts, and Snapchat reaches 44.9% of adults (DataReportal). Both earn a bigger place in UAE media plans than in most markets.

Arabic and English creative.

With a majority-expatriate audience, one English campaign rarely covers the market. We split campaigns by language and audience and test Arabic and English creative separately.

Media law penalties since 2025.

The penalty regime of Federal Decree-Law 55 of 2023 took effect on 29 May 2025, with fines of up to AED 1 million for breaching advertising content standards (Gulf News). Ad copy and claims are checked against the standards before launch.

Creators need an Advertiser Permit.

From 1 February 2026 anyone posting promotional content on social media needs a Media Council Advertiser Permit. A business promoting its own products does not, but the creators it pays do (WAM). We check permit status before any influencer spend.

Plan around Ramadan and DSF.

The 31st Dubai Shopping Festival ran for 38 days, 5 December 2025 to 11 January 2026 (Dubai DET). During Ramadan, one in three shoppers use online video for inspiration before buying (Kantar via Campaign ME), so video budgets and timing shift.

FAQ

Frequently asked questions

What does a performance marketing agency in Dubai & the UAE do?

We run measurable, ROI-focused campaigns across paid search and social, optimise your funnel, and report on the metrics that actually drive revenue.

How much does performance marketing cost?

We work on a transparent management fee plus ad spend, quoted in AED after a free audit and scoped so the returns justify the investment.

How do you measure success?

By pipeline and revenue, not impressions — cost-per-acquisition, ROAS and conversion rate against clear AED targets.

How soon will we see results?

Paid channels can drive leads within weeks; we use the first 30 to 60 days to gather data and scale what works.

Do you work with free-zone and mainland companies?

Yes — we work with businesses across UAE free zones such as DMCC and DIFC as well as mainland setups.

Do you handle UAE VAT invoicing?

Yes, we provide AED invoicing compatible with UAE VAT requirements.

Do influencers we hire in the UAE need an Advertiser Permit?

Yes. From 1 February 2026 the UAE Media Council requires anyone posting promotional content on social media to hold an Advertiser Permit, paid or unpaid. A business promoting its own products on its own accounts does not need one, but any creator you pay does, so check before you sign.

Should UAE campaigns run in Arabic, English or both?

Usually both, as separate campaigns. English reaches most of the expatriate audience, while Arabic creative often performs better with Emirati and wider Arab audiences. We test each language on its own budget so the results are not blended.

When are the biggest campaign periods in the UAE?

Ramadan and Eid, the Dubai Shopping Festival from December to January, and year-end sales. Ramadan dates move each year with the lunar calendar, so we plan creative and budgets around the confirmed dates.
